In order to further enhance the development of the food and drug inspection and testing system, and to better leverage the role of technical support in testing, the State Food and Drug Administration issued the "Guiding Opinions on Strengthening the Construction of Food and Drug Inspection and Testing System." This document was reviewed and approved by the General Office of the Director General on December 18, 2014, and officially released on January 23, 2015. The guiding opinions emphasize the importance of a well-structured and efficient inspection system that supports both regulatory needs and industrial growth.
The "Guiding Opinions" take into account the professional and technical nature of food and drug inspection. Based on the principle of optimizing resource allocation, enhancing capabilities, and maintaining a stable testing system, it sets the goal of establishing, by 2020, a scientific, fair, authoritative, and efficient food and drug inspection and testing system. This system will be led by national-level institutions, supported by provincial ones, and built upon local-level facilities. It also encourages the involvement of third-party testing organizations to ensure that overall capacity meets the growing demands of food and drug regulation and industry development.
The "Guiding Opinions" introduce a hierarchical structure for the food and drug inspection system, known as the "four three two two" model. This model outlines the focus on supporting national, provincial, municipal, and county-level inspection institutions for food and health products, while pharmaceutical and cosmetic testing mainly focuses on national and provincial levels. Medical device testing is primarily supported at the national and provincial levels. The roles of each level are clearly defined, emphasizing the public service nature of these institutions and their core function in supporting food and drug supervision.
To achieve these goals, the document outlines six key tasks: implementing reforms, strengthening infrastructure, training personnel, improving systems, enhancing testing capabilities, and promoting information sharing. It also emphasizes the need for unified understanding, strong leadership, clear institutional responsibilities, and coordinated efforts across different levels. Additionally, it introduces four safeguard mechanisms, including performance evaluation, to ensure the effective implementation of the plan.
The release of the "Guiding Opinions" marks the completion of the top-level design for the food and drug inspection system, laying a solid foundation for future improvements in testing capabilities and regulatory support.

These include pre-treatment tools such as electric constant temperature drying ovens, muffle furnaces, ultrasonic cleaners, high-speed centrifuges, microwave digesters, homogenizers, and more. For physical and chemical analysis, essential equipment like electronic balances, pH meters, gas chromatographs, atomic absorption spectrophotometers, and UV-visible spectrophotometers are required. In microbiology laboratories, sterilizers, incubators, microscopes, and other specialized instruments are necessary to ensure accurate and reliable results.
This equipment list covers various aspects of food and drug testing, from sample preparation to advanced analytical techniques, ensuring that all levels of inspection institutions can meet the standards required for quality control and regulatory compliance.
