In order to further enhance the development of the food and drug inspection and testing system and better leverage the critical role of technical support in testing, the State Food and Drug Administration issued the "Guiding Opinions on Strengthening the Construction of Food and Drug Inspection and Testing System" (hereinafter referred to as "Guiding Opinions"). This document was reviewed and approved by the General Office of the Director General on December 18, 2014, and officially released on January 23, 2015.
The "Guiding Opinions" take into full consideration the professional and technical nature of food and drug inspection. Based on the systematic guiding principle of optimizing resource allocation, upgrading capabilities, and maintaining the integrity of the inspection and testing system, it outlines the goal of establishing a scientific, fair, authoritative, and efficient food and drug inspection and testing system by 2020. This system will be led by national-level institutions, supported by provincial ones, and grounded at the city and county levels. It also emphasizes the importance of third-party inspection institutions in meeting the needs of both regulatory oversight and industrial growth.
The "Guiding Opinions" introduce a hierarchical structure model for the food and drug inspection and testing system known as "four three two two." This model specifies that the food (including health food) inspection system focuses on supporting national, provincial, municipal, and county-level institutions; the pharmaceutical and cosmetics inspection system mainly supports national and provincial institutions; and the medical device inspection system primarily supports national and provincial institutions. The roles of each level of inspection institution are clearly defined, with an emphasis on their core functions in food and drug supervision and highlighting their public welfare characteristics.
Six key tasks were identified: implementing reform measures, strengthening hardware support, enhancing staff training, improving systems, boosting testing capabilities, and promoting information sharing. Additionally, mechanisms for unified understanding, leadership reinforcement, institutional clarification, responsibility implementation, coordination, synergy, assessment, and development were established to ensure effective execution.
The release of the "Guiding Opinions" marks the completion of the initial top-level design for the food and drug inspection and testing system under the State Food and Drug Administration. It lays a solid foundation for further strengthening the system, improving testing capabilities, and better serving the needs of food and drug regulation.
To strengthen the construction of the food and drug inspection and testing system, a comprehensive list of essential instruments and equipment is required. These include pre-treatment equipment such as electric constant temperature drying ovens, muffle furnaces, ultrasonic cleaners, high-speed centrifuges, microwave digestion systems, homogenizers, and more. For physical and chemical analysis, essential devices like electronic balances, pH meters, gas chromatographs, atomic absorption spectrophotometers, and UV-visible spectrophotometers are necessary. In microbiology laboratories, sterilizers, incubators, microscopes, and other specialized equipment play a vital role in ensuring accurate and reliable results.
This detailed setup ensures that inspection and testing institutions can effectively carry out their duties, maintain high standards of quality, and contribute to the safety and integrity of the food and drug supply chain.
